Joseph Deeb’s public-policy work spans government advisory responsibilities, institutional reform, ministerial representation and international engagement, bringing together work within Lebanon’s public sector with the development and launch of an international organisation in Malta.

During his work with Lebanon’s Ministry of Energy and Water, Deeb was involved in policy, institutional and administrative matters across the Ministry and its associated public bodies. His role also took him into public forums where he represented ministerial leadership on employment, public administration, institutional development and opportunities for younger generations.

International Institutional Engagement
Global Council for Tolerance and Peace
Malta | 2017
In 2017, Deeb played a central role in developing the Global Council for Tolerance and Peace from its institutional foundations through to its formal international launch.
He designed and authored the Council’s organisational and governance framework, covering its vision and way forward, organisational structure and governance, objectives and key partnerships, internal coordination and operational mechanisms, financial affairs and transparency guidelines, and the initial agreements associated with its establishment. He also wrote the inaugural speech delivered by the GCTP President.
The Council was formally launched on 2 November 2017 at the Mediterranean Conference Centre in Malta, at a high-level international gathering involving the Government of Malta, UNFPA, foreign ministers, ambassadors, international organisations and dignitaries. The programme opened with a recorded message from United Nations Secretary-General António Guterres.
Deeb led the official launch as Master of Ceremony, introducing the programme and senior speakers before an international audience that included Malta’s Prime Minister Joseph Muscat, Foreign Minister Carmelo Abela and GCTP President Ahmed Bin Mohammed Al-Jarwan.
The launch received coverage across Lebanese, Maltese and international media.

National Recognition
General Confederation of Lebanese Workers
July 2018
In 2018, the General Confederation of Lebanese Workers honoured Deeb for his work in government–labour cooperation and his contribution to resolving issues affecting workers and employees within the public sector.
Confederation President Bechara Asmar praised Deeb’s professional competence, institutional approach and ability to balance the interests of the state, citizens and workers while protecting employees’ rights and supporting better public services. Deeb was presented with an honorary shield at the Confederation’s headquarters.
The event received wide coverage across Lebanese media.
Prospective Minister of Energy and Water

During discussions surrounding the formation of a new government, Deeb’s name circulated publicly and through political and social-media circles as a prospective candidate for the Energy and Water portfolio.
The discussion did not develop into a formal appointment, but it reflected the extent to which his name had become associated with the Ministry and its policy and institutional work.
